Cabinet Changes

So the media is making a big deal out of Bush's cabinet changes. A little bit of research and you can see President Clinton's Second Administration Cabinet changes:

1. Secretary of State : Warren Christopher to Madeleine Albright
2. Secretary of Defense : William Perry to William Cohen
3. Secretary of Commerce : Mickey Kantor to William Daley
4. Secretary of Labor : Robert Reich to Alexis Herman
5. Secretary of Housing and Urban Development : Henry Cisneros to Andrew Cuomo
6. Secretary of Transportation : Frederico Pena to Rodney Slater
7. Secretary of Energy : Hazel O'Leary to Frederico Pena

I only counted those that changed in 1997. Throughout the course of his Presidency, Clinton had 9 of his cabinet positions turn-over, some multiple times. So why are the changes in President Bush's second cabinet such a big deal?
